Field of the law

The law applies where other is not specified for traffic on roads that are used for ordinary traffic by one or more types of traffic.


Definitions

1. Axle load

the load that is transferred to the road from the wheels on an axle.

2. Car

motor vehicles that are fitted with four or more wheels or with belts, cylinders, runners or similar as well as motor vehicles on three wheels if the dead load exceeds 400 kg.

3. Flatbed truck

motorised vehicles or coupled vehicles the weight, axle load, dimensions or other construction of which excludes the vehicle from registration and which is intended for the transport of especially heavy or bulky goods.

4. Dead load

the weight of a vehicle with accessories which normally accompany the vehicle. The weight of operating equipment, including fuel, lubricant and coolant as well as driver are not included in the dead load.

5. Pedestrian crossing

that part of the road that is specific to pedestrians when passing across the roadway or cycle track and which is specially marked.

6. Right to drive

the right to drive a motorized vehicle for which a driving licence is required except for a small moped.

7. Moped

two or three-wheeled vehicle with an internal combustion engine with a cylinder volume not exceeding 50 cm3 or with an electric motor and with a construction-specific maximum speed of 45 km per hour at the most. Mopeds are classified into a large moped with a construction-specific maximum speed in excess of 30 km per hour and a small moped with a construction-specific maximum speed of 30 km per hour at the most.

8. Slow lane

Special lane, which slow-driving traffic is directed to with traffic signs.

9. Lane

that part of the road that is specific to drivers not including, however, cycle tracks and bridle paths. The rules on traffic on lanes also applies to traffic on cycle tracks and bridal paths.

10. Vehicles

device on wheels, belts, cylinders, runners or other, which is intended for driving on roads and which does not run on rails. The traffic rules for drivers apply to the extent they can be used, also for horse riders as well as those that lead horses or herd cattle.

11. Light rail vehicle

Means of transport that is intended for the transport of passengers or for the execution of work on light rail tracks, etc. and which runs on own light rail track on roads in a closed light rail system, separate from other railway infrastructure.

12. Lighting requirements period

the time from sunset to sunrise or otherwise when the use of the vehicle’s lights due to darkness, fog, mist, rain or similarly poor visibility or light conditions are required, either to make the vehicle visible to other road users or to give the driver sufficient range of vision.

13. Motorcycle

motor vehicle on two wheels, with or without side-car and motor vehicle on three wheels, the dead load of which does not exceed 400 kg.

14. Motorized vehicle

vehicle that is fitted with a motor as motive power. For wheelchairs that are constructed for a speed of 15 km per hour at the most and only with significant construction change can be changed to a higher speed, the regulations on bicycles apply where nothing else is determined. Motorized vehicles are categorised into motor vehicles, tractors, machinery and mopeds.

15. Motor vehicle

motorized vehicle that is mainly designed to be independently used for transport of people or goods. A moped is not, however, considered as a motor vehicle. Motorized vehicle that is designed for another purpose and which is constructed for a speed in excess of 40 km per hour, is likewise considered a motor vehicle. Motor vehicles are categorised into motor car and motorcycle.

16. Machinery

motorized vehicle that is mainly designed as a tool and is constructed for a speed of 40 km per hour at the most. Motorized vehicle that is to be specifically driven by a pedestrian is considered as machinery.

17. Motorway and carriageway

roads that are reserved for traffic with motorised vehicles and which are marked as motorway and carriageway, respectively, with traffic signs.

18. Parking

any setting aside of a vehicle with our without driver. Stopping for less than three minutes, stopping for boarding or disembarking as well as unloading or loading of goods is, however, not considered as parking. A vehicle that is set aside, due to an accident or technical fault, is unable to continue driving with own power or unable to continue driving responsibly, is considered as parked 18 hours after it has been set aside.

19. Trailers

vehicle, which according to its design is to be pulled by another vehicle. Trailers are categorised into trailer, semi-trailer and other trailer.

20. Other trailer

other trailer than a trailer and semi-trailer. Caravans are considered as other trailers.

21. Trailer

trailer, which is mainly designed to transport persons or goods. The semi-trailer is, however, excluded.

22. Side-car

a single-wheeled vehicle that is connected to the side of a two-wheeled vehicle and which is mainly designed to transport persons or goods.

23. Semi-trailer

trailer that is mainly designed for the transport of persons or goods and which is connected to the pulling vehicle so that the vehicle or its load rests partially on the pulling vehicle.

24. Gross weight

The vehicle’s immediate weight with operating equipment, driver and load (actual gross weight) or the allowed heaviest weight of the vehicle with operating equipment, driver and load (allowed gross weight) when registering.

25. Road user

anyone who travels on the roads or is on roads or in vehicles or light rail vehicles on the road.

26. Tractor

motorized vehicle that is mainly designed to pull another vehicle or tool and is constructed for a speed of 40 km per hour at the most.

27. Dense built-up area

area, the borders of which are indicated with special marking.

28. Road

road, street, cycle track, pavement, square, bridge, tunnel, passage, path or similar, whether it is public or private.

29. Junction

junction, branching road and road end.

30. Lane

any of the lanes which the roadway can be divided into and each of which is sufficiently wide to be used by a number of vehicles with four wheels.
